What would switch it on

Three triggers, stated the way the legislation states them — including the one nobody has solved.

  1. 01
    1 July 2027 — the date on the books

    The legislation names 1 July 2027 as the commencement point. Dates in legislation move; we re-verify every July and flag any amendment the week it's announced.

  2. 02
    The 30% trigger — whichever comes first

    If battery EVs reach 30% of new light-vehicle sales before that date, the charge can commence earlier. We track the sales data quarterly and show our working.

  3. 03
    Collection mechanics — still undecided

    Odometer readings? GPS? Annual self-report? As at September 2026 the Treasurer hadn't settled how anyone would actually pay. A charge without a collection method is a press release, not a policy — we say which it is, each month.

Straight answers

Is there an EV road-user charge in NSW right now?
No. As at 28 September 2026, no per-kilometre charge is in force in NSW. Anyone telling you you're already being charged per kilometre is wrong or selling something.
What are the scheduled rates?
Published 2026–27 scheduled rates: 3.095c/km for battery and hydrogen EVs, 2.476c/km for plug-in hybrids. Scheduled — not in force, and re-verified every July.
When could it start?
From 1 July 2027, or when EVs hit the statutory 30% trigger — whichever comes first. Collection mechanics are still undecided.
What does the High Court's Vanderstock decision change?
It knocked out Victoria's version on constitutional grounds. NSW says it's assessing the implications — the legal footing for any NSW charge is genuinely unresolved, and we say so instead of smoothing it over.
Is the estimator a bill?
No. It multiplies your kilometres by the scheduled rates so you can see the shape of it. If a charge ever starts, the real rules come from legislation, not from us.
